For anyone preparing for their theory test or who has recently passed it, The Highway Code will be a familiar tome of guidance, advice, and regulations designed to keep road users safe.

From time to time, updates are made to The Highway Code, and in early 2022, a significant overhaul is planned, with a primary focus on establishing a hierarchy of road users.

While the new edition will include changes such as proper car door opening techniques, enhanced safety measures for cyclists, and tips for pedestrians, the DVSA is especially keen on ensuring that those who pose a greater risk to others bear a higher level of responsibility. This means that drivers of cars have more responsibility than cyclists, who, in turn, have more responsibility than pedestrians out for a leisurely stroll.

Although these changes won’t take effect until Parliament has given its approval (expected on January 29th, 2022), it’s important to note that even the non-mandatory updates could be used as evidence in a court of law. Therefore, it’s crucial to comprehend and follow the revised guidelines.

What are some of the new revisions?

A revised Hierarchy of Road Users:

Under the new regulations, drivers of vehicles that can cause the most harm in the event of a collision will bear the greatest responsibility for reducing the risk to others. This includes drivers of HGVs, LGVs, cars/taxis, and motorcycles. Similarly, cyclists and horse riders will also have a responsibility to minimize the risk to pedestrians.

New priority for pedestrians at junctions

At junctions, drivers, motorcyclists, horse riders, and cyclists will be required to yield to pedestrians crossing or waiting to cross a road into or from which they are turning. The revisions will also require drivers to give way to pedestrians waiting to cross a zebra crossing, and to pedestrians and cyclists waiting to cross a parallel crossing.

New priority for cyclists when cars are turning

You should not cut across cyclists, horse riders or horse drawn vehicles going ahead when you are turning into or out of a junction or changing direction or lane. This applies whether they are using a cycle lane, a cycle track, or riding ahead on the road and you should give way to them. Do not turn at a junction if to do so would cause the cyclist, horse rider or horse drawn vehicle going straight ahead to stop or swerve. You should stop and wait for a safe gap in the flow of cyclists if necessary.

I've had an absolutely fantastic experience with Shift from start to finish. I was assigned an instructor incredibly quickly after my first enquiry, and from the very first lesson to passing my test (first time with no faults!) I was supported incredibly well.

Simon helped me go from someone that had panic attacks after attempting lessons a few years ago, to being so confident behind the wheel that I have no reservations about going out and driving.

It was an absolute pleasure learning to drive with Shift and I wholeheartedly recommend them to anyone.
Highly recommend Shift Driving School. They were an absolute pleasure to deal with from start to finish. Special shout out to my instructor Hassan, who taught me from scratch in just under 6 months. I had no previous driving experience at all and he talked through the steps and skills needed clearly, always supportively pushing me to be my best. Delighted to have passed at first attempt! Couldn’t have done it without the team at Swift and Hassan. Thank you!
I 10000000% recommend this driving school my instructor has been appsalutly amazing he had so much patience and really helped me through all my lessons then he recommend me a nervous course which really helped me as I really struggled with my nerve on my test but I finally done it and passed my test and I wouldn't have been able to do it if it wasn't for lewis so thank u sooooo much :)
10/10 experience when learning made sure I was confident and cool ready for the test . Entirely grateful for the pass !!!very grateful for the help of Lewis as an instructor!!!
What a great company to not only learn to drive with, but to actually work with too. We would highly recommend Shift without a doubt.
Passed with Simon a few days ago! It has been a really good experience doing my lesson with Shift Driving School. I want to thank Simon most especially for his patience and for helping me pass my driving! It has been a journey, but we got there!
Passed my test today on my first attempt and wanted to say a huge thank you to my instructor Ciaran! He was absolutely fantastic, really patient, and taught me to drive and manage my anxiety at the same time which was not an easy task! I would definitely recommend shift driving school, I started out with no experience driving and massively nervous and now I’m a confident full fledged driver!
I honestly cannot thank the team enough.

Simon was my instructor and I felt comfortable with him right from the start. He was incredibly flexible around my work schedule, always fitting lessons in when I needed them, and he adapted his teaching style to whatever helped me learn each new skill. He is extremely knowledgeable and always had great tips and explanations that made everything so much easier to understand. I genuinely never thought I would become a driver, especially learning in my 40s, but Simon gave me the confidence and belief that I could do it. We also had such a good laugh on our lessons and I will really miss them now I have passed. I would highly recommend him to anyone who is nervous, unsure or doubting themselves.

I also had Lewis for one of my mock tests and he instantly put me at ease. He is really easy to get along with and gave clear, helpful feedback that I really appreciated.

Alex was brilliant from the very beginning. I first dealt with him when I enquired about lessons and even though there was a waitlist he was really helpful with timings and getting everything organised. The app, payments and communication were all smooth and straightforward. He also took me out on a mock test and again I felt completely comfortable and I took all of his feedback on board.

One thing that really stands out about this company is the genuine positivity and support from everyone. Each instructor was rooting for me along the way and when you see them all out on lessons you can tell they have a real sense of camaraderie and team spirit.

I would recommend this driving school to anyone. They have been amazing from start to finish.
Can highly recommend Shift Driving School.
I passed today after having lessons with instructor Hassan. He was always patient, clear and friendly during lessons, and he’s someone who is clearly very diligent and cares about his work, which is extremely motivating for learners.
Thank you!
I was lucky enough to be taught by Alex who was brilliant! Alex was very supportive and honestly just seemed to know exactly what to say when it came to my anxiety around driving. I would definitely recommend Shift to anyone wanting to learn how to drive.
